CONCEPTUAL IMPROVEMENTS IDENTIFIED
With the technical data collection efforts complete and initial public feedback gathered, a list of potential conceptual improvement options were identified. The improvement concepts were based on the project’s Purpose and Needs, Improvement Considerations, Public and Stakeholder Input and Existing and Future Traffic Projections. With various improvement concepts to consider that address multiple interests, the project team developed two distinct Improvement Scenarios: Scenario 1 – Mobility, Scenario 2 - Connected. In addition, a number of overall improvement concepts were developed to include those improvements that could apply throughout the corridor. The Scenarios with the overall Improvements were presented to the PAC in April and then revised and presented to the PAC and the Public in June 2015.
SCENARIO 1: MOBILITY
The goal of the Mobility Scenario was to develop a series of coordinated improvement options to provide greater east-west access and minimizing delays through the corridor considering all modes of transportation. In summary, this was accomplished by adding pedestrian walkways away from the main roads and intersections, adding an additional service road, and enhancing transit access. Below is the mapping of the Mobility Scenario presented at the Public Meeting.

SCENARIO 2: CONNECTED
The goal of the Connected Scenario was to develop a series of coordinated improvement options to provide a better connection to the downtown area, while considering delays to traffic, though minimizing delays is not a priority of this option. This scenario is an attempt to make the Bayfront Parkway act more like a downtown boulevard or street. In summary, this option focused on connecting existing multi-use paths, using traffic calming techniques to slow traffic and added aesthetic features throughout the corridor. Below is the mapping of the Connected Scenario presented at the Public Meeting.
